Niche products and most textile products are C List; most often designed and manufactured to meet the needs of a single federal agency; sponsored by the single agency and given AbilityOne purchasing preference by that agency; only available to federal customers through the distribution channel(s) authorized by the agency.

CE Mark

The mark of approval issued by European national approving bodies that indicates a company conforms to all applicable directives and standards.

Centers of Excellence (COE)

SourceAmerica initiative that establishes a model for expanding NPA workforce and business capacity. In a structured mentor-protégé approach, COE utilizes NPAs that have a history of providing high levels of quality and customer satisfaction to their federal customers to leverage their knowledge in core competencies with other NPAs.

Certificate of Compliance

A document signed by an authorized party affirming that the supplier of a product or service has met the requirements of relevant specifications contract or regulation.

Certificate of Conformance (Certificate of Conformity)

A document signed by an authorized party affirming that a product or service has met the requirements of the relevant specifications contract or regulation.

Certificated Wage Rate

Determined by the DOL; minimum hourly wage employee can receive while employed by NIB associated agencies.

Certification

The procedure and action by a duly authorized body of determining, verifying, and attesting in writing to the qualifications of personnel, process, procedures, or items in accordance with applicable requirements.

Certified

When a quality audit finds that a company, or a single plant or location within that company, conforms to the ISO 9000 standards, the company or location will be certified; means the same as registered

Change Clause

Allows federal government to alter the work to be performed under a contract.

Change Order

A document that describes a change ordered by a Contracting Officer that comes within the general scope of the contract.

Channel Sales

NIB Department that interacts with and oversees authorized AbilityOne Distributors and AbilityOne Wholesalers. Channel Sales also manages AbilityOne compliance in federal contracts.

Check Digit

Digit calculated from the other digits of an element string; used to check that data has been correctly composed.

Co-Brand Solicitation

A step in the co-branding development process in which a solicitation announces the intention of a nonprofit agency to seek a partnership with a specific supplier to accomplish product brand recognition in product development. Suppliers then submit proposals to compete for the partnership.

U.S. AbilityOne Commission Form #401; Initial Certification

COM 403

U.S. AbilityOne Commission Form #403; certification completed annually to establish an agency's status as a qualified agency for the blind. This form requests data on the 75/25 ratio, in addition to wages paid to employees who are blind and working on AbilityOne contracts.

Commensurate Wage Rate

The wage rate paid by an NIB associated agency for a particular operation; based directly on the wage rate paid by industry for the same or similar work in the geographic region.

Commensurate Wages

Wages based on the worker's individual productivity, no matter how limited, in proportion to the wage and quantity of work performed in the same job in the geographic area from which the labor force of the community is drawn.

Commerce Business Daily

A Department of Commerce publication that lists procurement invitations contract awards and subcontracting leads.

Commissary

Military grocery store

Commissary Resale

Commodities on the Procurement List sold for the individual use of patrons of Armed Forces Commissaries.

Commission

U.S. AbilityOne Commission (the operating name for the Committee for Purchase From People Who Are Blind or Severely Disabled as of October 1, 2011), which is the federal agency that administers the AbilityOne Program. The 15 members on the Commission are appointed by the President.

Commission Staff

This staff, directed by an Executive Director, provides the necessary administrative and technical support to the U.S. AbilityOne Commission.

Committee

Committee for Purchase From People Who Are Blind or Severely Disabled (Committee for Purchase), which was the name for the federal agency that administers the AbilityOne Program. The operating name for the Committee as of October 1, 2011, is U.S. AbilityOne Commission (Commission).

Common Carrier

A transportation line engaged in the business of hauling the people or goods for compensation and for all people impartially.

Compliance Review

The review of the Special Minimum Wage certificate applications and the accompanying documentation to determine if the employer is complying with Section 14(c) regulations.

Conference

A meeting between designated Senators and Congressmen to reconcile differences in companion Senate and House-passed bills.

Conformance

An affirmative indication or judgment that a product or service has met the requirements of the relevant specifications, contract, or regulations; also the state of meeting requirements; also "conformity."

Contract Consolidation

Multiple contracts in multiple locations or different services are combined into one contract; formerly called "bundling."

Contract Summary

A procurement document issued by GSA to suppliers and contracting organization; identifies the contractor, address, product being purchased, time period, delivery terms, etc.

Contracting Activity (CA)

Government purchasing office for a particular commodity; the office within a federal agency authorized to negotiate contracts to procure product and service suppliers for the government.

Contracting Out (See A-76)

Government initiative to contract out services, rather than performing the tasks in-house by government employees.

Corrugated Cardboard

Material composed of one or more sheets of fluted paper between flat sheets of paper used to make cardboard boxes for shipping containers and case packs; frequently has the ITF-14 bar code symbol printed directly on the corrugate using the wet ink process.

Amount required to recover value of material, labor, and burden involved in manufacturing or servicing; difference between "cost" and "price" determines profit/loss.

Complex Project Plan; a structured document detailing how an NPA will manage and deliver a multi-service or high-visibility AbilityOne contract, covering scope, staffing, phase-in, compliance, and performance requirements.

CRM

Customer Relationship Management

CRP

Alternate term for NPA. Community Rehabilitation Program is the terminology used in the Rehabilitation Act and by SourceAmerica. CRPs are organizations that perform services or produce products with Contracting Activities that require a specific product or service; community-based, nonprofit agencies that provide services for people with severe disabilities, including employment and training under the AbilityOne Program.
