First Article

FMP

Fair Market Price; price paid by government for products/services on PL. The cost of goods or services agreed upon by a willing buyer and a willing seller; neither under any compulsion to buy or sell and both having reasonable knowledge of relevant facts. The FMP usually includes a period of public comment. The U.S. AbilityOne Commission is ultimately responsible for determining the "fair market price" for an AbilityOne project, which is set at the time the product or service is added to the PL.

FOB

Free on Board OR Freight on Board; goods placed in a mode of transport without any loading cost and free of any encumbrances. FOB is followed by the term Destination or Origin (Shipping Point). Title passes at origin, and buyer has total responsibility over the goods while in shipment. Customer takes ownership (title and control) of the goods at the origin (when the carrier signs for goods) and is responsible for transportation of the goods beyond this point. The customer files claims (if any). Destination -- Title or ownership passes to the buyer when the carrier delivers the goods to the delivery point.

Freedom of Information Act; requires government to release information to the public (5 U.S.C. 552, as amended). Certain privileged and confidential information is protected.
