Geographical area classed by DoL as area of persistent or substantial unemployment.

Labor Surplus Set Aside

Procurement made on a partial set-aside basis to aid depressed labor situations.

Lead Time

Time in advance of a specific event or requirement; concerns procurement of required materials, stock, or equipment in a timely manner before need.

Lean Manufacturing

Process management philosophy that concentrates on removal of waste and reduction of production variances.

LER

Locations Eligible for Reassignment; list of Base Supply Centers available for reassignment.

Level I Documents

ISO system; statements of a company's quality management polices; aka Policy Manual.

Level II Documents

ISO system; detailed descriptions of procedures to be followed by departments

Level III Documents

ISO system; detailed instructions for performing a specific task.

Level IV Documents

ISO system; records that verify compliance with instruction, procedures, or policies; aka quality records

Liquidated Damages

Amount of money assessed against a contractor for each calendar day of delay in contract performance; used when time of delivery or performance is such an important factor that the federal government may reasonably expect to suffer damages if delivery or performance is delinquent.

Procedure used by government activities to buy items or services at the local level, i.e., air base, camp, activity buying for local use only.
