Performance Rating Report

Report kept in an employee's permanent file that indicates reasons for any certified wage rates that may apply; a report that evaluates a blind direct labor employee's performance and his/her ability to engage in competitive employment.

PL

Procurement List; the U.S. AbilityOne Commission maintains a Procurement List of products and services that have been placed in the AbilityOne Program, as referenced in FAR Subparts 8.0 and 8.7. Once a product or service is on the PL, the government must buy it from the organization designated by the Commission until the government no longer has requirements for that item or until a nonprofit agency employing people who are blind or have other severe disabilities can no longer furnish that item. OR Public Law; legislation passed by both chambers of Congress and signed by the President or passed by Congress over a Presidential veto.

Planogram

Defines locations within a retail store where items are to be located.

Procurement List Information Management Systems, the information management system used by the Commission to collect electronic submissions from the Central Nonprofit Agencies for proposed additions, deletions, and changes to the Procurement List, including prices. (U.S. AbilityOne Commission Policy 51.600).

PR-3

JWOD Act Pricing Memorandum #3 is the Pricing Memorandum that describes the current rules (as defined by the Committee for Purchase) for pricing contracts. PR-3 allows for more negotiation and a more flexible escalation rate schedule for follow-on years.

Pre-Award Conference

Conference held by the government procuring activity with a contractor to ensure complete understanding of the tasks to be performed.

Pre-Award Survey

Survey conducted by the government customer to determine a contractor's capability to perform and produce tasks to be performed.

Pre-position Stock

Place equipment or suppliers near the point of planned use.

Pre-Production Guide

Manual delineating tasks to be accomplished in engineering a product in preparation for a Government Preaward Survey.

Results from the Pre-Production Guide Tasks.

Preliminary Assessment

Examination of a company's quality assurance system against ISO 9000 to determine how close the company is to being in conformance with an ISO 9000 standard

Prevailing Wage Rate

Wage rate prevailingly paid for a particular type of work; a wage rate that is paid to an experienced worker who is not "disabled for the work performed."

Prevocational Trainer

Rehabilitation staff responsible for upgrading vocational strengths and eliminating weaknesses of a person who is blind.

Prevocational Training (Work Adjustment)

Process through which strengths in vocational evaluation are upgraded and weaknesses eliminated.

Pricing Criteria

Procedures established by U.S. AbilityOne Commission for determining and revising Fair Market Prices of commodities/services.

PRIME

Plastics Removal in Marine Environment

Priorities

In the purchase by the government of commodities --- including military resale, produced and offered for sale by AbilityOne associated nonprofit agencies --- priority is given to commodities produced and sold by NIB associated agencies.

Priority

A legislative/regulatory law under the AbilityOne Program providing a priority system in the procurement of federal government commodities. The priority is extended to the Federal Prison Industries, NIB and SourceAmerica, in that order, for products; however, there is no priority for services. They are first come, first served.

Process Quality Audit

Analysis of elements of a process and appraisal of completeness correctness of conditions and probable effectiveness

Procurement Lead Time

The time interval in months between the initiation of the procurement action and the receipt of the first item into the supply system. It is composed of administrative and production lead time.

Procuring Activity

Government purchasing office for a particular commodity

Procuring Advisory Committee

NIB and associated agency personnel who make marketing recommendations for the Military Resale Program.

Product Cost Analysis

Process of documenting cost of producing a product.

Product Quality Audit

Quantitative assessment of conformance to required product characteristics.

Product/Service Liability

Term used to describe the onus on a producer or others to make restitution for loss related to personal injury property damage or other harm caused by a product or service.

Production Lead Time

Phase in the procurement cycle consisting of the time interval between the award of a contract and completion of manufacture of the item for the first scheduled shipment.

Production Scheduling

Process of planning a manufacturing operation to produce items by the date needed.

Productivity Studies/Time Studies

The industrial work measurement methods used by the employer to establish standard production rates of workers "not disabled for the work performed."

Supports the soldier (Army) as a system concept through acquisition of all warrior systems.

Performance Work Statement; identifies technical, functional, and performance characteristics. It describes the outcome as opposed to describing how a function is to be performed. The PWS is more commonly used for services contracts.
