SDS

Safety Data Sheet, formerly Material Safety Data Sheet; quantitative and qualitative description of a product's safety ratings

SDVOSB

Service Disabled Veteran Owned Small Business; business owned by disabled veterans with preferred procurement status on federal government contracts.

Sealed Bidding

Method of contracting; consists of four steps: issuance and IFB, sealed offers, public opening of bids, and award to lowest responsive responsible bidder.

Second-Party Audit

Examination of organization by client or customer

Section 14 (c)

Section 14 (c) of the Fair Labor Standards Act; allows for the payment of wages based on level of productivity for certain specified groups of individuals

Section 504

Section 504 of the Rehabilitation Act is a civil rights law that prohibits discrimination against individuals with disabilities.

Section 508

Section 508 of the Rehabilitation Act of 1973, as amended, applies to all federal agencies when they develop, procure, maintain, or use electronic and information technology.

Section 8 (a)

Program under which government agencies contract with the SBA for products and services to be furnished under a qualified subcontract by a small and disadvantaged business concern.

Self-Service Store

GSA store where government activities can purchase standard supply items.

ServCost

A SourceAmerica electronic, web-based application for costing service contracts.

Service Contract Act

DOL statute that requires various classes of service employees of a contractor to be paid the minimum monetary wage and specific fringe benefits; also stipulates such services will not be performed under conditions that are unsanitary/hazardous to the health/safety of service employees.

SERVMART

Retail store on U.S. Naval bases for common-use mission supplies.

Severe Disability

As defined by the JWOD Act, severe disability refers to employees whose severe physical, mental, or emotional impairment, so limit the person's functional capabilities to make the individual unable to engage in normal competitive employment.

Sheltered Workshop

An antiquated term used to describe an independent nonprofit agency that employs people who are blind. The appropriate nomenclature is "NIB associated nonprofit agency."

SIPD

Stock Item Purchase Description; May alter requirements of contracts or federal specifications.

SKILCRAFT

Trade name for selected AbilityOne Products

SKU

Stock Keeping Unit; individual pack of a product that requires an ID number to distinguish it from other items. In inventory and identification systems, it represents the smallest unit for which sales and stock records are maintained.

SLOB

Sub Line of Business; refers to a specific category or segment within a broader line of business (LOB), focusing on a particular product or service offering.

Small Business Set-Asides

Policy of Congress that ensures fair proportion of contracts for small business; set-asides at the discretion of the procuring activity.

Formerly known as NISH; sister organization to NIB, CNA operating under the AbilityOne Program.

SOW

Statement of Work; describes in detail how a function must be accomplished. A SOW is more commonly used for Products contracts. The SOW is more a prescriptive document than the PWS (Performance Work Statement).

SPC

Standard Price Change

Special Minimum Wage

Federally-mandated wage authorized under a certificate issued to an employer and is less than the statutory minimum wage.

Specification or SPEC

Prescribes product or service conformance requirements.

SPF

Service Pricing Form

Sponsorship (Product)

Process by which a federal agency commits to purchase a product at a defined specification, price, and other factors.

SSA

Social Security Administration

SSB

Selection of the Successful Bidder; a step in the Procurement List (PL) Addition process. After the RFI and RFP stage, NIB evaluates responses from NPAs and selects the NPA that will perform the contract.

SSDI

Social Security Disability Insurance; part of OASDI applicable to people with disabilities

SSI

Supplemental Security Income (for older adults (ages 65+), blind, and disabled who have little or no income resources.)

Stakeholders

Refers to all groups that are or might be affected by an organization's actions and success. Examples of key AbilityOne stakeholders include federal customers, AbilityOne employees, NPA partners, the U.S. AbilityOne Commission, and the CNAs (NIB and SourceAmerica).

State Services for the Disabled (General)

State agency responsible for providing vocational rehabilitation services to people who have other severe disabilities.

Statistical Process Control

Application of statistical techniques to control processes.

Statistical Quality Control

Application of statistical techniques to control quality.

Stop Work

Order issued by Contracting Officer to stop work on a contract.

SUPRA

State Use Programs Association, which represents NPAs involved in the State-Use Program.

Surveillance

Periodic monitoring of a company by a registrar conducted after registration; ensures registered company remains in compliance with standards; Includes site visits by registrar approximately every six months.

Suspension of Work

Stopping work or performance on a contract.
