Wage Determination Rate

Variation in Quantity

Oversum or undersum of items permitted in certain procurement; based upon normal commercial practices. The permitted percentage should be no larger than necessary to provide a contractor reasonable protection.

VECP

Value Engineering Change Proposal; value engineering proposal initiated by contractor or supplier to make an item by a better method and at less cost.

QA

Quality Assurance; function by which government determines whether a contractor has fulfilled contract obligations pertaining to quality and quantity.

Production Lead Time

Phase in the procurement cycle consisting of the time interval between the award of a contract and completion of manufacture of the item for the first scheduled shipment.

Productivity Studies/Time Studies

The industrial work measurement methods used by the employer to establish standard production rates of workers “not disabled for the work performed.”

Prevailing Wage Rate

Wage rate prevailingly paid for a particular type of work; a wage rate that is paid to an experienced worker who is not “disabled for the work performed.”

Performance Rating Report

Report kept in an employee’s permanent file that indicates reasons for any certified wage rates that may apply; a report that evaluates a blind direct labor employee’s performance and his/her ability to engage in competitive employment.

Options

Procurement provision for the government to increase quantity amount or to extend the contract period of performance for a given period of time.

Non-Exempt Employee

A person who must be paid overtime pay (i.e., 1-1/2 times their regular rate of pay, usually paid after 40 hours work).
