Bill McElhaney, Chief Information Officer

William (Bill) McElhaney is a recognized technology executive with more than 40 years of experience leading large-scale IT strategy, innovation, and modernization across the federal government and mission-driven industries. He currently serves as Chief Information Officer for the National Industries for the Blind (NIB), where he drives enterprise transformation and digital innovation to advance NIB’s critical mission of expanding employment opportunities for people who are blind.

Bill previously served as the Chief Information Officer for U.S. Citizenship and Immigration Services (USCIS). Managing a billion-dollar enterprise, he was responsible for cybersecurity, infrastructure resilience, and digital service delivery across a global footprint. Under his leadership, USCIS delivered mission-aligned solutions and digital transformation while maintaining enterprise stability during a time of intense operational, political, and technological disruption.

Throughout his public service, Bill held senior leadership roles at the Department of Justice, Immigration and Customs Enforcement (ICE), and USCIS. He played a key role in standing up the Department of Homeland Security (DHS) in the aftermath of 9/11.

A graduate of the University of Maryland, University College with a degree in Management Information Systems, Bill is also an alumnus of the Federal Executive Institute. His numerous awards from the U.S. Department of Justice, DHS, and the Office of Management and Budget reflect a legacy of integrity, innovation, and impact across federal technology. He was named to the 2025 Federal 100 and recognized as one of WashingtonExec’s Top National Security Executives to Watch.
